Liberty County Approves $100M Jail Construction Amid Ongoing Overcrowding Crisis
The Liberty County Commission has given the green light to build a new $100 million jail, aimed at addressing the county's severe overcrowding issues. The current 30-year-old facility has been plagued by safety concerns and safety violations, including a devastating fire in April 2025 that hospitalized five correctional officers.
Despite efforts to address these issues, Chief Deputy Billy Knox reveals that the situation has worsened over the past year due to rapid population growth. "We just don't have the manpower to cover it," he stated, highlighting the strain on county resources.
The Liberty County Jail currently houses an average of 200 inmates, with approximately 119 inmates serving time in other counties every day, resulting in a significant financial burden for the county - about $3.5 million per day. In contrast, larger Harris County has 8,464 inmates and 1,075 more in neighboring Louisiana and Mississippi.
Commissioners expect the new jail to have a capacity of 600 inmates, with plans to expand it further in the future. The project is expected to cost taxpayers around $100 million and is set to begin construction in September. However, it won't be ready for inmate housing until at least two years later.
The decision comes as county officials grapple with the complexities of transporting inmates to court, managing attorney visits, and balancing the needs of multiple stakeholders. As Chief Deputy Knox noted, "It's complicated... Attorney visits, trying to make a lot of people happy. It's too tough to do."
