Local Man Linked to Chicago's 'Serial Punching' Case Now Faces New Charges in Lincoln Park Incident

A 32-year-old man, William Livingston, who has a history of allegedly slugging women is facing additional charges after an unprovoked attack on two women in Lincoln Park last month. According to police, Livingston was identified as the perpetrator of the June 12 assault, which left the victims, ages 29 and 40, with injuries.

Livingston, who has been arrested at least 14 times since 2012, has a long history of violent behavior against law enforcement officers, with five convictions for attacking cops. He has also been charged in eight other cases involving women being punched in the face.

The latest incident brings concerns to light about how the justice system addresses the mental health needs of repeat offenders like Livingston, who has reportedly struggled with psychiatric treatment while incarcerated.

In a separate case, Livingston was accused of violently punching 56-year-old Kathleen Miles, who suffered a concussion and broken bones after being struck in the head. The attack occurred on August 19, and Livingston was arrested following a hearing in that case.
